Job Announcement:
Note: This is a temporary position, and the successful candidate will serve as an interim supervisor during a specified period (April - December 2024). Compensation and benefits will be discussed during the interview process.
The purpose of this classification is to manage the operations, staff and resources of the Board of Elections and
Registration, which is charged with directing and overseeing the operations of elections and registration.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.
Manages the operations and services of elections and registration for the County; ensures registration activities, record-keeping and services comply with state and local policies and regulations; and supervises office staff and daily operations.
Assists in the reapportionment and location of polling places.
Ensures polling places meet ADA requirements.
Supervises staff as applicable, including recommending selection, training, assigning and evaluating work, counseling,
recommending disciplining and termination. Ensures adherence to departmental policy and procedures by staff.
Plans, manages and implements operating procedures, goals and objectives related to elections. Develops and
implements operating procedures, goals and objectives. Prepares and manages the departmental budget. Oversees,
reviews and approves expenditures.
Plans, manages and implements all phases of the voter registration processes; registers voters in person and by mail; receives and reviews voter registration applications; evaluates qualifications of voters as defined by law; processes all applications; and prepares and mails rejection notices or approval letters.
Plans and schedules monthly Board of Elections and Registration meetings; prepares agenda items; conducts meeting;
takes and transcribes meeting minutes; and follows up on Board actions, decisions or requests for additional information.
Maintains and updates voter registration records; enters data into the automated voter registration system; removes records of all convicted felons, deceased persons, those who no longer live in the County, etc.; updates records for
name changes, address changes, and transfers; submits data to state-wide computer system to keep master files current;
performs list maintenance of inactive registrants in accordance with established procedures and time frames; and
ensures the accuracy and security of voter registration records.
Responds in person, over the telephone and through correspondence to inquiries regarding voter registration or election laws; provides information to the public, government offices, elected officials, news media, candidates, and political party representatives as requested.
Receives and processes requests for absentee ballots; approves requests in accordance with established guidelines and
requirements; identifies proper precinct and post for each absentee voter; prepares absentee ballots and mails to voter;
mails letters of rejection as appropriate; and maintains accurate records and database files of absentee voters.
Directs and supervises election activities for city, county, state, and federal elections, including managing the absentee ballot process, tabulation of election results, compilation of election returns, and preparation of election returns for
certification to the Secretary of State.
Prepare for elections; proofs copy of ballot prior to placing orders with printers; recruit and train poll workers; provides each voting precinct with a list of voters; staffs office on election day until all polls close.
Removes absentee ballots from secrecy envelopes; counts ballot votes; and prepares related records and documentation.
Notifies voters of precinct boundary changes; notifies U.S. Justice Department of changes in voter registration sites and/or voter registration drives as needed; and assists with voter registration drive upon request.
Prepares reports, statistical information, summaries and other documents pertaining to voter registrar and related services; reports statistical and other information to the State Board of Elections and other local, state or federal agencies as required.
Prepares and presents programs to civic and community groups as part of the Voter Education process.
Plans and manages the use of office resources, including budget administration, procuring needed materials and supplies, and identifying staffing needs. Handles administrative operation functions, such as ordering supplies,
maintaining voting equipment, performing ballot building and printing, testing and preparing election equipment,
preparing required forms and training materials or preparing publication notices.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work,
counseling, disciplining, and completing employee performance appraisals.
Serves as qualifying officer for the county and reports qualifying information to the Georgia Government Transparency
and Campaign Finance Commission (formerly known as the State Ethics Commission).
Maintains comprehensive current knowledge of Georgia Election laws and regulations. Stays abreast of new trends and advances in the election profession.
Operates a personal computer, and general office or other equipment as necessary to complete essential functions, to
include the use of word processing, spreadsheet, database, or other system software.
Serve as Department Head.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by additional training and course work in business administration or a related field and supplemented by up to two (2) years previous experience and/or training involving voter registration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must hold the required state elections certification.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of Georgia Election Code and the rules of the State Election Board.
Knowledge of the principles and practices of records management.
Knowledge of the installation and operation of election equipment.
GUIDELINES
Guidelines include the Georgia Elections Code, Rules of the State Election Board, Rules of the Secretary of State Elections Division, county ordinances, and county policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to
calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or set of programs.
ADA COMPLIANCE
Physical Ability: Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.
Some tasks require the ability to communicate orally.
Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions.
