Job Announcement
Plans, develops and directs department programs, services, resources and staff; formulates short and long range plans, goals and objectives; develops and interprets policies, procedures, rules and regulations; initiates and directs safety measures at all recreation facilities; ensures that operations comply with policies, procedures and related regulations; and directs the implementation of programs and services through subordinate managers, supervisors and staff.
Monitors and evaluates department programs, services and operations; assesses department effectiveness and performance; analyzes operational statistics and staffing needs; identifies and implements changes to maximize use of resources and achieve goals and objectives; and provides guidance to subordinate staff regarding the development, promotion and organization of athletic and recreation programs.
Manages department financial resources; researches, develops and administers the department’s budgets; writes funding grants; administers grants awarded to the department and prepares required reports; generates revenue by soliciting sponsor ships, managing concessions, and collecting program participation and facility rental fees; reviews and approves bills, invoices, purchase orders, contracts and other financial resource documents; monitors expenditures and ensures compliance with budget levels; and prepares and/or reviews financial reports.
Manages the use of department equipment, vehicles, facilities and other fixed assets; ensures proper maintenance and repair of recreation equipment, park facilities, athletic fields, vehicles and supplies; works with maintenance supervisor to develop maintenance plans and project schedules; directs effective inventory control systems, including the inventory of concession items; researches vendor pricing; manages the procurement of concession items; and works with contractors, vendors and suppliers regarding the procurement of new equipment and supplies.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Prepares and/or reviews operational and statistical reports on the Department’s programs, services and accomplishments; presents reports to the Board of Commissioners and other County officials to communicate information and provide updates on major projects and initiatives; presents proposals and recommendations regarding department programs, services and needs; serves as a member of varying task forces, committees, and management and planning teams; represents the department to other County agencies and officials.
Establishes and maintains partnerships and effective working relationships with other departments, agencies, local businesses, community groups, schools, and professional organizations; collaborates with other agencies to maximize resources; and works with citizens and community groups to identify and meet the recreational needs of the County.
Performs public relations and communications work for the department; writes news releases, public notices, publication articles, letters to the community, and other communication materials; performs promotional work to increase awareness of and participation in department programs and services; resolves citizen complaints; and responds to media requests for information.
Directs the establishment and management of department records, files and databases.
Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Performs other related duties as required.
MINIMUM QUALIFICATIONS
Bachelor’s degree in recreation management, parks administration, forestry or a related field; supplemented by a minimum of five (5) years of progressively responsible experience managing recreation programs, operations and resources; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must posses and maintain a Georgia driver’s license.
