Job Announcement:

The Criminal Justice Systems Analyst serves as a liaison between (50-60) law enforcement agencies and their (2-8) records management vendors, and the MBCC Uniformed Crime Reporting staff in concert with FBI staff. The analyst will work with records management vendors and their law enforcement customers to analyze large volumes of criminal justice data to share across the state and country. The team of criminal justice partners will work together to ensure accurate and reliable crime data to be utilized by law enforcement, criminal justice partners, the FBI, the media and the public.

The analyst must assist agencies and vendors with determining errors and inaccuracies in the crime data. Together with all involved criminal justice partners, identify the root cause of issues, and resolve them to the benefit of Montana law enforcement personnel. The analyst must assist agencies in all stages of data quality from identification to strategic correction planning, implementation, funding and partnering assistance, progress follow-up, and successful completion. Doing so will require extensive data analytic skills utilizing a variety of database and info-graphic programs.

The analyst will perform between 20 and 30 quality assurance reviews each year with the NIBRS reporting law enforcement agencies. Training, negotiation, and communication are critical skills for this position. Customer service and teamwork with criminal justice partners is essential. The analyst will review large volumes of data to identify opportunities for law enforcement agencies to improve the quality of data utilized for management decisions.

Minimum Qualifications (pulled from Occupational Standard):

  • Bachelor’s degree in business administration or related field.
  • Three years of experience as a business analyst or related work.
  • Other combinations of education or experience may be substituted.
  •  

Preferred Qualifications:

  • Experience in providing exceptional customer service.
  • Team leadership of projects from inception to completion.
  • Three to four years of experience in criminal justice data management including at least one year of project oversight experience.
  • Other related experience would include experience in collecting, analyzing and reporting statistical and other research data.
  • Experience in conducting and analyzing surveys and/or technical writing of publications.
  • Law enforcement experience is preferred.

Knowledge, Skills, and Abilities:

The incumbent must have skill in the use of computers, software programs, including Microsoft Office programs (Excel, Word, Outlook, Access); dashboard reporting software such as Tableau, publishing software, and database or other statistical analysis tools.

This work requires knowledge of the principles and practices of data collection statistical analysis and criminal justice concepts, computer database applications and systems, and federal rules and regulations pertaining to crime data reporting.
