Job Announcement:

The purpose of this classification is to perform professional, managerial and administrative work in developing, directing and evaluating the Finance Department.  Work involves planning, developing and administering the County’s budgeting, financial and accounting operations.  The employee works closely with the County Administrator and ensures the Administrator and Board have the financial information necessary to make informed decisions; ensures all financial and accounting activities comply with local, state and federal regulations and accepted accounting practices.

 

 

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Plans and directs all the programs, services and use of resources for the Department.  Develops Department goals and objectives; formulates policies and procedures; identifies current and projected needs and evaluates programs/services to identify needed changes, enhancements and/or expansions.  Ensures program meet applicable State and/ or federal requirements. 

Manages department staff engaged in implementing the daily activities and services of the Department’s programs. Performs a variety of duties associated with supervising staff to include hiring, assigning work, ensuring professional development and training, establishing performance standards, evaluating work and providing guidance, direction and discipline as necessary.  Prepares work schedules and approves schedule requests.

Directs budgeting and accounting for all County departments; works with the County Administrator to develop the County’s budget proposals for submission to County Commissioners.   Directs administration of approved budget; reviews monthly financial statements for budget compliance by departments; prepares and posts all budget adjustments; presents to Commissioners and enters financial system after approval.

Performs analyses and reconciliation of complex accounting transactions, financial statements and accounts; reconciles quarterly payroll statements for IRS and state; reconciles year end payroll for preparation and distribution of W-2’s. 

Performs complex technical accounting work such as preparing and processing journal entries and preparing supporting documentation; enters data, such as journal entries, budget adjustments, etc. into the automated accounting system; and prepares financial statements, reports and summaries.  Analyzes financial information. Presents financial summaries, information, advice, reports and recommendations to the County Administrator, County Administrator and County Commissioners.

Prepares and closes financial records for the annual audit; oversees the annual audit; and responds to issues, findings and recommendations.  Develops ordinances that are related to finance.

Assists in preparing official statements required for bond issuance; composes transmittal letter for CAFR; authorizes wire transfers for all debt service payment; ensures semi annual debt service payments on bonds are accurate and complete; and oversees all County investments.

Responds to complaints, problems and issues pertaining to Department programs and services. Communicate with citizens, County officials, Commissioners members, and the public regarding all County financial programs, services, accounts and activities.  Attend County Commission meetings, Finance and Administration Committee meetings, staff meetings and meetings with local organizations, community groups, etc. in order to provide information regarding County financial status, programs, services and related issues.  Serves as contact person for banks, financial institutions, attorneys, media representatives, etc.

Direct and oversee the collection of all revenue and expenditure of all County funds and the programs and services, collection and customer service functions for the County. Projects annual revenues; and recommends changes in fee structures for revenue sources.

Prepares issue papers for any finance related activities such as approving documents to purchase equipment; and approves and signs payment vouchers, purchase orders, requisitions and some contracts.

Prepares request for proposals for contracted financial services (i.e. banking, auditing); administers financial services contracts.

Oversees project management regarding financial aspects and issues.

MINIMUM QUALIFICATIONS

Bachelor’s degree in accounting, finance or closely related field; supplemented by six years of progressively responsible experience managing financial programs; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the direction, control and planning of an entire program or set of programs.

 

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
