TITLE:             CREW SUPERVISOR

 

PURPOSE OF CLASSIFICATION

The purpose of this classification is to supervise crews and engage in the construction, maintenance and repair of County roads, right of way, street signs, and other assigned Public Works projects.

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Supervises daily operations and activities of assigned work crews engaged maintaining and repairing County roads, right of way and related structures; receives, reviews and prioritizes work orders; plans daily operations; assigns work to crew members; and provides direction and instructions to crews.
  • Estimates needed material quantities; and identifies, obtains and issues equipment and supplies needed by the crew to perform daily operations.
  • Reviews crew work in progress and upon completion; ensures safety practices are followed; ensures quality standards are met; and provides on-site guidance, instruction and training.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
  • Prepares administrative forms associated with assigned projects such as time sheets, work orders, purchase orders, and materials and supplies records; and orders parts and materials as needed.
  • Engages in crew work as staffing levels and workload demands; performs a combination of semi-skilled labor and equipment operation; operates construction equipment, trucks; and uses hand and power tools.
  • Ensures the proper care, maintenance and repair of assigned vehicles, tools and equipment; supervises and performs preventive maintenance and minor repairs on tools, equipment and vehicles; and inspects equipment to ensure safe operating condition.
  • Flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; and follows safety practices and wears protective gear.
  • Responds to questions and complaints from landowners, citizens, and the general public regarding assigned projects and repair work.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

MINIMUM QUALIFICATIONS

  • High school diploma or GED
  • With additional technical training in equipment operation and road maintenance; supplemented by two (2) years previous experience involving equipment operation and roadway maintenance and construction; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 
  • Must possess and maintain a valid Georgia Driver’s License and must be able to obtain and maintain a valid Georgia Commercial Driver’s License within one year from hire date.

  • Data Utilization: Requires the ability to calculate, compute, summate, and/or tabulate data and/or information. Includes performing subsequent actions in relation to these computational operations.
  • Human Interaction: Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities.
  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment and machinery, requiring the monitoring, adjustment, regulation, and/or setting of multiple conditions. 
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may require ability to utilize principles of fractions and/or interpret graphs.
  • Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form.  Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

  • Physical Ability: Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, or traffic hazards.
