Job Title:                               Fire Rescue Captain

Assignment:                          Fire Rescue Division

Position Reports to:              Fire Rescue / District Chief

Pay Range:                           $55,000 (EMT) - $64,900 (Paramedic)

 

 

General Statement of Job

Walton County Fire Rescue, a division of the Walton County Sheriff’s Office, is a full-service fire rescue agency responsible for providing fire prevention, suppression and emergency medical services for the unincorporated areas of Walton County north of Choctawhatchee Bay and the City of Freeport. The Fire Rescue Captain is an experienced career firefighter and serves as the highest ranking (or most senior) company officer responsible for the management of one or more station house(s) and incident command on fire and emergency scenes. This member directs fire ground activities including structural and wildland firefighting, firefighting and mitigation in the wildland-urban interface, technical rescue, aerial apparatus and truck company operations, and emergency medical response. The Captain is an exemplar of the agency’s mission, vision and values, and mentor to new and experienced members alike and may act as the District Chief when required.

Minimum Qualifications –

  1. Must have a minimum of seven (7) years of full-time service with a fire agency to the date of the promotion.
  2. Must possess the following certifications prior to applying for the rank of Captain
  • EMT or Paramedic
  • Florida Firefighter II compliance
  • Florida Fire Officer I
  • Florida Fire Service Instructor I
  • Florida Pump Operator
  • IS-100.c, Introduction to the Incident Command System, ICS-100
  • IS-200.b, Incident Command System for Single Resources and Initial Action Incidents
  • IS-700.b, National Incident Management System, An Introduction
  • IS-800.c, National Response Framework, An Introduction
  • G300, Intermediate Incident Command System for Expanding Incidents

 

*Note: Aerial Operations must be completed within sixty (60) days of accepting the Captain’s position

 

Preferred Qualifications

  • Florida Fire Officer II
  • Aerial Operations
  • Associate’s Degree or equivalent training at a technical or vocational school with a focus on Fire Science or related field
  • In lieu of education, 3 or more recent, contiguous years of experience in relative field for position sought.
  • Minimum 2 years of Lieutenant (or company officer) experience.

 

Essential Job Functions

  • Reads, interprets, implements and enforces State, County and WCSO policies, procedures, codes and regulations.
  • Directs, assigns and manages personnel and physical resources under their supervision.
  • Responds to complaints from the public/citizens or other WCSO employees.
  • Prepares required incident related reports and various other fire department reports.
  • May act in a higher capacity as District Chief and will be expected to perform all the required and related duties for that rank.
  • Evaluates assigned personnel under direct supervision.
  • Operates a computer utilizing various software packages and email.
  • Adheres to assigned work schedules as outlined in the WCSO attendance policies and procedures; ensures all behaviors comply with the agency’s rules and regulations.
  • Responds to all types of fires and other emergencies.
  • Commands all activities on the fire ground and emergency scene until command assumed by higher ranking or otherwise qualified officer.
  • Directs aerial and ladder (truck) company operations on the fire ground and other emergency scenes.
  • Operates emergency vehicles and related apparatus.
  • Participates in training drills.
  • Performs necessary rescue work.
  • Administer necessary emergency medical care.
  • Participate in a continuous training program to improve competence in medical technical work.
  • Supervises members whose duties include on-the-scene fighting of fires, fire prevention or firefighter training.
  • Supervises Emergency Medical Technicians (EMTs) or Paramedics whose duties include on-the-scene emergency care, fighting of fires, fire prevention or firefighter training.
  • Coordinates and manages the response to emergency incidents within the assigned district. Coordinates and manages the day-to-day operation of assigned station for all shifts.
  • Coordinates with Fire Rescue Training Division to ensure scheduling of daily training and other training activities.
  • Conducts emergency response planning to include conducting research for the development of building pre-plans, conducting company building fire prevention inspections and familiarization, and assisting the Fire Prevention & Life Safety Section with occasional fire inspections and other related duties.
  • Conducts demonstrations to present fire safety and emergency techniques to the public.
  • Monitor progress of new employees
  • Counsel employees to improve work productivity.
  • Provide information to staff regarding law and policy changes.
  • Perform equipment, apparatus, and work area inspections.
  • Performs other duties as requested.

Standards to Perform Job Functions

Physical Requirements: Must be physically able to safely operate a motor vehicle.  Must be able to climb stairs, climb, lift and raise ladders. Must be able to lift 50 lbs. unassisted. Must be able to pass the agency’s physical abilities test (PAT).  Must have acceptable eyesight and hearing with or without correction.

Team Building Skills: Must demonstrate a conscientious effort in achieving and contributing to organizational goals as compared with individual goals.

 Interpersonal Communication: Requires the ability of speaking and /or signaling people to convey or exchange information. Constant attention must be given to public relations, personal appearance, and interactions with citizens and other employees.

Language Abilities: Able to read and write English. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech.  Must be able to speak with clarity, voice control and confidence and to articulate information to others. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions.  Must be able to communicate effectively and efficiently.

Intelligence: Requires the ability to apply principles, to make independent judgements in the absence of a supervisor, and to acquire knowledge of topics related to essential job functions.

Interpersonal Temperament: Requires dealing calmly and effectively with high stress situations. Requires maintaining composure, keeping emotions in check, controlling anger, and avoiding aggressive behavior, even in difficult situations.

Physical Communication: Requires the ability to talk and/or hear; (talking: expressing or exchanging ideas by means of spoken words; Hearing: perceiving nature of sounds by ear).  Must be able to hear and understand communications through a telephone.

Written Communication: Display the ability to write a minimum of one complete paragraph that is legible and can be understood by a reasonably intelligent adult.

Vision: Peripheral vision is needed so you can identify visual alarms.
