Job Title: Dispatcher

Job Purpose

The Police Dispatcher position is a highly professional position that is responsible for specialized work. This position is responsible for mitigating incoming emergency and non-emergency calls placed for service, extracting information regarding the call to prioritize and initiating entry to the Computer Aided Dispatch (CAD) system. This position searches for warrants, vehicle registration and driver’s information as appropriately requested. This position also plays a critical role in safety of the police and other public safety officials should the need arise.

Job Scope

Carries out duties in accordance with established policies and procedures; exercises limited-to-moderate independent judgement, discretion, and initiative in the performance of duties.  Interacts frequently with external public and department personnel.  Involved in community policing.

Essential Duties & Responsibilities

1.       Professionally answer telephone calls and monitor the after-hours dispatch lobby visitors. Route, respond or receive information as needed per policy. Provide information when appropriate. Handle all emergency calls for service, in accordance with policy, while maintaining other duties simultaneously.

2.       Receive and transmit appropriate verbal communications via radio as per department and FCC policies. Maintain contact with field units at all times. Maintain contact with other agencies as needed.

3.       Receive, transmit and record data via computer terminals accurately. Utilize numerous terminals/keyboards simultaneously. Utilize terminals as an information source.

4.       Responsible for monitoring and responding to assigned radio channels with duties that include:

·         Answering incoming radio calls from field units.

·         Updating, maintaining and documenting all field activity using the CAD system.

·         Assisting field units in locating addresses and streets

·         Providing additional call information as it becomes available and any other needed information requested by field units in an efficient, timely manner.

·         Relaying pertinent information to other law enforcement agencies and or/ambulance companies as needed via radio, phone or teletype.

·         Providing vital Responder safety information from CAD system to departmental employees.

·         Providing necessary information to maintenance crews, signal crews, tow companies, utility companies and various other non-public safety agencies.

5.       Makes inquires, entries, cancellations and modifications in the NCIC systems, including:

·         Understanding of basic criminal classifications and civil situations.

·         100% accuracy in entering into the NCIC computer systems persons, articles, vehicles, etc.

·         Monitoring NCIC terminal and handling confirmations and appropriate paperwork.

6.     Monitors the jail to ensure safety of those in custody and officers.

Non-essential Duties & Responsibilities

7.       Other duties, as assigned by department management.

Knowledge/Skill Requirements

  • Sound working knowledge of department dispatch/communications policies, procedures, and practices; related City ordinances and state and federal laws; and pertinent jurisdictions for police and fire services.
  • Ability to effectively operate radio and other communication devices, computer and related department software, and typical office equipment, such as keyboards, calculators, copy machines, cameras and fax machines.
  • Ability to quickly establish priorities while performing multiple tasks and work calmly under stressful conditions.
  • Good communication (verbal and written), analytical, and organizational skills; ability to comprehend and execute written and verbal instruction.

Education/Experience/Certification Qualifications

  • High school diploma or equivalent.
  • Prior experience is preferred.
  • Must qualify for and obtain TLETS and TCIC/NCIC Terminal Operator Certification within six months of employment.
  • Must qualify for and obtain Basic Telecommunicator Proficiency Certificate for Texas Commission on Law Enforcement (TCOLE) within twelve months.
Physical Job Requirements
  • Verbal and written communication.
  • Occasionally strenuous physical activity, such as stooping, kneeling, bending, pushing/pulling; lifting 35 lbs. Extended periods of time seated at console or desk.
  • Operation of specialized communications and general office equipment.
  • Satisfactory physical, psychiatric, and drug testing results, as prescribed by department standards.
Working Conditions
  • Office environment.
  • 40 hours per week; various working hour shifts, as assigned; will work weekends and holidays; overtime occasionally required.
  • Frequently stressful working environment.
