MAIN FUNCTIONS:

  • Supervises the workflow priorities and staff of the Police Records section that provides support for the Police Department. Provides guidance and training to subordinate Police Records employees.
  • Supervises subpoena control process, which includes receipt of subpoenas from various municipal, county and state courts, research and correction of subpoenas received with incorrect information through examination of Police records and discussions and correspondence with court personnel.
  • Supervises the development, updating and maintenance of court calendar databases for the Police commands to ensure Police personnel are kept informed of impending court dates. Oversees the tracking of court disposition reports, and informs Police personnel of delinquent court disposition reports.
  • Supervises the processing of Police reports, which includes overseeing the receipt and filing of Police reports in corresponding case files to ensure Police records system is correctly maintained and updated. Oversees the retrieval and distribution of Police reports for Police personnel attending court. Prepares bi-monthly delinquent Police report notification log, and other reports as appropriate.
  • Answers and responds to telephone and walk-in inquiries for Police reports, impounded vehicle releases and other various Police department reports and information. 
  • Oversees Police records archive, destruction and expunge process in coordination with NJ TRANSIT Records Management staff.
  • Oversee and process Open Public Records Act and records requests.
  • Appraises the effectiveness of records management systems.
  • Applies state and federal records retention guidelines to all work.
  • Investigates, researches and responds to OPRA requests, subpoenas, and other legal documents involving complex legal issues.
  • Performs confidential tasks and special projects on an as needed basis.
  • Attends and participates in training seminars and programs; continually keeps abreast of changes in procedure, regulations and laws of record-keeping. 
  • Performs other tasks that may be asked for or directed by Deputy Chief of Police. 

 

KNOWLEDGE SKILLS REQUIRED:

  • Bachelor's Degree in Business, Public Administration, Information Management or related.
  • Five (5) or more years of applied administrative record keeping, document and implementing procedures, and customer service experience; to include a minimum of two (2) years of direct supervision of staff.
  • Required two (2) years of computer proficiency; specifically, in the following programs - MS Excel and MS Word.  Experience in MS Access preferred.
  • Must have strong organization skills. Excellent interpersonal, verbal, and good writing skills.
  • Must be able to multitask, prioritize work, and complete deadlines.
  • Experience with Open Public Records Act (OPRA).
  • Must be able to pass a NJ TRANSIT Police Background Check 
  • Desired - Certification in Records Management (CRM) or equivalent
